Known as the hometown of the giant grouper, “Xinlong Community” is located in Fangliao Township, Pingtung County. In the early days, Fangliao relied on catching wild fry to cultivate groupers. Due to the difficulty in obtaining fry, the industry gradually shifted toward artificial breeding of giant grouper.
Introduction
Chen Youying, the current community director and head of the local fish culture brand “New Three Fisheries,” explains that around 80% of residents make a living through aquaculture. Fangliao became the first place in the world to successfully breed giant grouper fry, establishing its reputation as the “hometown of giant grouper.”
In 2021, the community launched the “New Three Fisheries Lifestyle Culture Movement” to transform the industry with a diversified approach. In 2022, the “New Three Fisheries” brand was established, promoting Taiwan’s domestic seafood through experiences such as fish cuisine, fishing activities, and slow-paced fishing culture.
The community also developed fishing village experience tours featuring five-senses activities, including touching giant grouper, fish feeding shows, traditional fishing and crab-catching, and making dried fish overnight. Low-carbon tourism is promoted, and a dedicated operations division was set up to market fish products and tourism experiences under the “New Three Fisheries” brand.
With over 200 households, many elderly residents still live in the community. Meal delivery services remain a top priority. Chen remarks with a smile, “It’s about achieving something for yourself while also helping others.” He believes that fostering harmony between youth and seniors is key to sustainable and friendly community development.

Fish Farming
Located in southern Taiwan, Fangliao enjoys a warm climate year-round, with water conditions similar to the natural habitat of giant grouper. Fish raised in stable, natural temperatures have sweeter, more delicate meat, making them ideal for the signature dish “giant grouper rice soup.”
The community plays a key role in manpower support and has developed educational tours based on the concept of “a fisherman for a day.” Visitors can experience fish ponds firsthand, including catching fish, feeding fish, enjoying whole-fish cuisine, and making dried fish overnight. The threadfin (milkfish-like species), known as the “world’s finest fish,” has tender meat and rich fat, making it perfect for drying.
